1. General Information
Under the auspices of the European Draughts Confederation (EDC), Latvian Draughts Federation (EDF) will organize the 24rd European Youth Championship.
1.1 The championship will be held from the 1st to the 9th of August 2024 in Jelgava, Latvia.
1.2 Address: Jelgava Castle, Lielā iela 2, Jelgava, LV-3001, Latvia
1.3 There will be 8 separate groups:
a) Juniors-Boys – boys born 1st of January 2005 or later;
b) Juniors-Girls – girls born 1st of January 2005 or later;
c) Cadets-Boys – boys born 1st of January 2008 or later;
d) Cadets-Girls – girls born 1st of January 2008 or later;
e) Mini Cadets-Boys – boys born 1st of January 2011 or later;
f) Mini Cadets-Girls – girls born 1st of January 2011 or later;
g) Hopes-Boys – boys born 1st of January 2014 or later;
h) Hopes-Girls – girls born 1st of January 2014 or later.
The competition includes classic, rapid, blitz, tournaments for each of the 8 groups.

3. Registrations
3.1 Registrations to be done by the national federations. Only the members of the national federations affiliated to the FMJD whose membership is not suspended can participate. The players must have the citizenship of the Federation they represent or be members of this federation according to FMJD rules. EDC has the right to invite some players from new countries (never been members of FMJD).The maximum number of participants per federation in each group is four (4). If in a group the number of players is odd, the Latvian Draughts Federation has the right to registrate an extra Latvian player for making even.
3.2 Applications (only from national federations) should be sent by e-mail to EDC (registration@europedraughts.org, demasurejohan@gmail.com and valde@dambrete.lv. before July 1st and contain the list of players in order of tournaments with full name, surname, date of birth, also the name of the official representative of national federation on the Championship by using only the Excel file in attachment. In case of any problems, the national federation should contact Johan Demasure, EDC tournament director directly by mail on demasurejohan@gmail.com
4. Financial conditions
1. Inscription fees
1.1 Classic Championships: 40 € (per player);
1.2 Blitz Championships: 10 € (per player);
1.3 Rapid Championships: 10 € (per player);
2. Inscription fees must be paid before the beginning of the Championship. There are two possibilities to pay inscription fees.
In case of bank transfer, money must be transferred to the account of the EDC in the period from 1 to 20 of July 2024.
Otherwise, inscription fees must be paid in cash not later than July 31 (for participation in Rapid Championship – not later than August, 7; for participation in Blitz Championship – not later than August, 8) and it has to be agreed in advance with EDC by email before 20 of July 2024. If inscription fee is paid by cash after 20 of July additional 10 € are to be paid per each player and per each discipline (classic, rapid, blitz)

5. Accommodation
Accommodation information
1.1. The participants of the competition will be accommodated in LBTU student hostels at Liela iela 17 and Liela iela 19. Double rooms and a limited number of single rooms will be available in them. Meals will be provided in the premises of Jelgava Castle.
1.2. Arrival date: July 31; Departure day: August 10 (departure until 12.00);
1.3. The fees for accommodation and meals (with breakfast/lunch/dinner) for the players are €40 (€20 for accommodation per night and €20 for meals per day) per player and €43 (€20 for accommodation per night and €23 for meals for day) for one accompanying person.
1.4. According to the agreement reached at the General Assembly of the European Checkers Confederation in Tallinn, all players have to pay for their own accommodation. There are no more places paid by the organizer. A maximum of 4 players per country per category is allowed, except for the organizing country in case of an odd number of participants.
1.5. The transfer to/from the airport for your national delegation can be paid by bank transfer or in cash, but payment in cash costs an additional €10 per person and must be agreed with the organizer by e-mail no later than July 20. Transfer costs will be specified separately depending on specific requests from national delegations. Separate invoices for transfer services will be issued by the service provider, which the competition organizer will send to each delegation for payment.
1.6. Accommodation and meals must be paid for the entire national delegation by bank transfer between July 1 and 20, 2024 or in cash before the opening ceremony. Cash payment for the entire national delegation (including accompanying persons) must be made in one payment. Payments must be made according to invoices sent by the organizer separately for accommodation (University of Biosciences and Technologies of Latvia) and separately for meals (SIA M.A.N.). Payments in cash for accommodation and meals must be reported to the organizer no later than July 20, but it costs an additional €10 per person for meals and an additional €10 per person for accommodation.
1.7. Accommodation is possible only in LBTU student hostels provided by the organizers. For those living elsewhere, entry to the venue is not permitted. Only those players and their accompanying persons coming only for rapid and blitz tournaments are allowed to choose their own accommodation.

Transfer from International Riga Airport to Jelgava city (40 km)
A transfer service can be arranged for extra charge only for participants and accompanying persons who request it by contacting the Organizers. Price depends on number of persons and type of vehicle. Trip from International Riga airport to Jelgava on 31st and back to Riga airport on 10th by car up to three persons will cost about 200€, by microbus up to eight persons about 240€, by bus for up to eighteen persons about 380€, by bus for up to thirty persons about 480€, by bus for up to fifty persons about 580€.
Public bus (https://www.riga-airport.com/en/public-transport) and taxis are available from International Riga airport to Riga city center and Riga Central railway station. Cost of public bus ticket for trip from International Riga airport to Riga city center and Riga Central railway station costs 1,81€ from the driver.

7. Prizes
7.1 Medals for the first three places in each tournament (Classic, Rapid and Blitz);
7.2 Cups for the first three places in each tournament (Classic, Rapid and Blitz);
7.3 Diplomas for the first three places in each tournament (Classic, Rapid and Blitz).
7.4 Cups, medals and diplomas for medalists in the National teams’ classifications (including Rapid and Blitz)
8. Tournament information
8.1 A Jury d’Appel (appeal board) will be nominated by the EDC President and announced to all before the 1st round.
8.2 Before the beginning of the Championship (at the July 31 evening), a preliminary meeting will be held by the Main Referee who will expound the present regulations to players, official representatives, coaches and the press.
8.3 Depending on the Main Referee decision Swiss or round robin tournaments will be played. In case of unequal number of participants in some tournaments, other tournaments’ systems can be used according to the Main Referee decision in consultation with EDC official representatives.
8.4 Time control in classic tournament is 80’ + 1’ per move (Fisher system).
8.5 Final places are determined according to FMJD rules applying to the corresponding tournaments system. Barrages should not be played. Only in case of all criteria of challengers for champion’s title will be an equal, barrage should be played (2 games with the time control 5’ + 3” per move (Fisher system) and if champion will not specified, then – games with time control 3’ + 2” per move till the first winning). Details will be announced by the Main Referee after the consultations with EDC official representatives.
8.5 On 8th of August the European Youth Rapid Championship will be played. There is no limit to the number of players from one federation. European Youth Rapid Championship will be played with the time control 15’ + 5” per move (Fisher system). Details will be announced by the Main Referee after the consultations with EDC official representatives.
8.6 On 9th of August the European Youth Blitz Championship will be played. There is no limit to the number of players from one federation. European Youth Blitz Championship will be played with the time control 5’ + 3” per move (Fisher system). Details will be announced by the Main Referee after the consultations with EDC official representatives.
9. National teams
9.1 National teams results are determined on the basis of individual results of players who represent this national federation. Not more than 3 players’ results (according to applications given by national federations official representatives before the beginning of the Championship) can be counted.
9.2 1st place give to the national team 70 points, 2nd place – 50 points, 3rd place – 40 points, 4th place – 30 points, 5th place – 20 points, 6th place – 10 points, 9th place – 7 points, 12th place – 4 points, 14th place – 2 points, 7th place – 9 points, 8th place – 8 points, 10th place – 6 points, 11th place – 5 points, 13th place – 3 points, 15th and so on until the last place –1 point.
If the number of points are equal, the number of 1st places, then 2nd, 3rd and so on places decide.
10. Other questions regarding tournament regulations
In any other cases – FMJD rules decide.
11. Referee
The tournament will be supervised by main referee Raivis Peagle (Latvia).
12. Other costs
All costs for visa expenses as well as traveling expenses for players and accompanying persons have to be paid by their national federations or by themselves.
